I think the chorus is actually the drug talking to the addict. The fact that "you can't kill me that easily," makes it seem like the drug is taunting the user. Also, the last verse is written in first-person from the drug's point-of-view. More taunting.

I think the "stranger" in this verse isn't actually referring to strangers, but to the actual drug. Because before you're addicted to a drug, you try it for the first time. Just like meeting a new person, the drug is a stranger to you.
And at first glance most people do see drugs as dangerous, but only after they've been persuaded to try it do they let their guard down... There's even a reference to that in the song.
