Weller mmntioned this in an interview (MoJO, May 08) when he was talking about his affection for the countryside. I think the most obvious clue to that is "The place I love is nowhere near here, not within a yard of those trendo do's" and the beautiful moss and clourful flowers.
The sound alone makes me imagine a sunny day in the sticks. Don';t know why, it just does.
But yeah, perhaps also about a safe place in the back of your mind where it seems no one can hurt you. I think in the third verse there's a bit of a nod to imaginary friends too, who 'pcik you up' in contrast to the rather cynical real world.
That 'safe place' could certainly be one's memories of the countryside anyway!
