I think this song is about leaving a significant other and then realizing you've screwed up and trying to get that person back.
A couple key passages:
"I blew it" = the realization you've screwed up.
"And if I knew what to do, then I'd do it" = If you've ever been in this situation you know exactly what Jack is talking about. You want to fix the situation, but its out of your control and you don't know what to do, nor is there anything you can do.

And with the weight of a feather it tore into me" = the significant other has moved on, is with another person, and just the (weighless) thought of it tears you apart.
