i always thought that the words were "we could get up and get-get down". personally i think those lyrics make more sense than "kick it down".
anyway i don't really know what the lyrics mean, either. Probably nothing, considering the time period rivers wrote this in. Maybe it is about cocaine, but there really isn't much evidence for it besides the euphamism of the title.
