the "Seventeen months a year" is saying its been like a sort of eternity, then, that the person that he used to be is separate, out of reach, and as the song progresses ("but now I understand") he realizes he "can't find the truth" because it is gone, and he has to remember it, use it maybe, but not try and get it back.
In a sense, it's like growing up, still feeling like a kid but bearing the responsibility of an adult.
