Honestly, I believe that every song is a different story to every person. This is how mine goes:
To me, this song is about a guy not wanting to get his own hopes up. I think that she has lied to him before--not to intentionally hurt him, but perhaps to push him away because she was scared. She's been hurt alot, by all the people who were supposed to take care of her. She acts like nothing's wrong with her, but he was never fooled; and as much as she wants to believe that he won't hurt her too, she just can't. He told her how he felt before--maybe short of full-on love--and she ran.
Now--after who knows how long--she calls him again and he can't believe its her. After all this time, maybe he'd fooled himself into thinking the feelings were gone, or at least lost. But just the sound of her voice brought her back. And he realizes that he loves her.
The rest is just him tormenting himself with the constant wondering if she really did love him back, and if they have even the slightest chance to be together. And whatever else he might do, he will not let himself get his hopes up, "'cause it's a long way down when your hopes are high as mountains."
