I think this song is a warning from a male perspective about sexual immorality in our culture. Many people think Black Sabbath is a satanic band but if you really examine their lyrics you'll find that they're mostly warnings against satanic evil.
IMO The song is about a treacherous woman who needs to make men and other people hurt and feel bad to make herself feel better about herself
