If you change the punctuation a little, it says "if you want change, don't tell me I'm just a singer..." and "if you want to rule and you know what to do, please tell me I'm just a singer..." That actually makes alot more sense. Why would he say "don't tell me" to a person who doesn't have the answers. Why would he say "please tell me" to someone who wants the world to turn about them? I think this is a meaning that has been missed for decades.
