Without reading too closely into the lyrics (which isn't always helpful whent trying to understand Elliott), I think it's about a person who keeps saying their going to turn their life around (probably from drug or substance abuse) but keeps doing the same things they were in the past. Elliott seems to realize that he is a bad influence to his recovering friend, but still enjoys hanging out with the person.
