I'm pretty sure this song is about achieving fame. There are so many fame-hungry people who will do ANYTHING to be famous, and the song is about not betraying yourself to get there, ie lyrics like "You have got to reach on up, never lose your soul,
You have got to reach on up, never lose control" and especially "The top is high so your roots are forgotten". I think maybe people were being hard on the Spice Girls at the time for being a manufactured band, and they wanted to tell everyone that the reason they were so successful was because they worked hard, whether they were manufactured or not, and the bands that didn't make it failed because they didn't work as hard and because they did things that would only make them infamous at best. I love this song- it has a great beat and message!
