It's about something immoral the narrator did...something very bad...but not unnecessarily causing lots of death. I think the whole "no one will survive" is just used to show how powerful his regret is. He knows what he did was wrong and understand it, has come to terms with it, but doesnt want it to spread any further, thus he says the man who did it got away. And since he has come to terms, he just wants to move on. He doesnt need people breathing down his neck over it...or have the situation continued to be discussed (keep it quite here. I will not tolerate your noise)
He is also deep down waiting hope and needing someone or something to tell him he can stop beating himself up over it so he can live again.
