Instead he's left on the street because he doesn't have any physical disabilities and he can't get treatment and most likely got kicked out of the service because of it.
I don't think it's literally about a vet; the protagonist of the song is comparing himself to a veteran or soldier because he has "lost the will for fighting," weary of his life in Los Angeles. I agree that Walter Reed means the army medical center, but it's a metaphor for someone who has given up and needs "treatment."
