It really is a beautiful song. The singer's voice is what makes it so terrific.
I think he is basically saying that he hasn't seen the person he loves in a long time and he wants to see her again but not just for a short visit- but forever. Perhaps she went away for school, work or just to move away. He wants her to come back home.
It could also be understood to mean 'California' as their relationship... he wants her to come back to him. Seeing as the band is from Atherton, CA I am assuming the song is meant to be taken literally.
