I can't take credit for this, but someone else mentioned that A&E in Europe meant "Accident and Emergency". Just like in the US theres ER. Also, "pastel ward" is possibly referencing the hospital itself. Not to mention the lyrics could definitely lead into this direction; "But there may be pills at work", "I'm in a backless dress" (a hospital gown maybe?)
