Going by the storyline of the album, the 'King' is leading an army to the aliens/Gods/whatever but he knows they won't win the battle.
He finds relief in the rain, because the rain can be used as an excuse as to why they lost.
I love this song, and I think the Interlude after it represents the army travelling towards the aliens (because when the aliens first arrive they are shouting 'And Still We Will Be Here, Standing Like Statues' (in the second track, Enter Shikari)) and then we have Return To Energiser during the battle (and the army shouting 'return to energiser' 'that's not what you want' etc etc)
