i suppose that this is about politics (empire = government). it's quite reachable if thinking so, :)
as for me this is about how governments controlls everything, even the people's beheviour and their life goals etc...
and ... the suffering is that what you get for your freedom [when you walk the path] (opposition of emipre), and it must bring you happiness [Your agony will elate you]
