so basically he's saying that he was trying to help somebody, and he went too far. he's angry about it in retrospect, which is where the i will breathe fire part comes in. maybe he feels ashamed of himself for going that far for somebody who wasted all their chances. it sounds like this person had a lot of opportunities with that line "you wasted every chance you ever had", meaning that the person took a lot for granted, and used a lot of people in the process. maybe there's a slight hint of jealousy too somewhere in there.
the part about watching the fall of an empire, as the flags come down a new king is crowned...that could be a metaphor for leaving somebody you care for, and coming back and they are with somebody else. woke up on a beach, i stared at the blue... and i watched the waves come and overtake you... fantasizing about her death? maybe he's talking about a specific place where they used to go, that reminds him of her.
