In the book and movie, overpopulation is dealt with by having people over 30 terminated; in the film, they are expected to travel to a place where they will supposedly undergo the ritual of "Carnival" which somehow renews them but in reality they're just killed. Ties in with the theme of youth and the disappointment that growing older and wiser often brings.
