To me this song is about the ending of a society or civilization. In particular the American society or western society as a whole.

The mutes are citizens sitting idly watching while the world is obviously in turmoil. The walls thinning is this turmoil starting to bleed through into the society itself. Basically, he's asking how we can stay silent when there's so much violence and death in the world while at the same time warning that the same turmoil is threatening to invade our perceived safety.

The Everlasting ignorance part is about how mankind has made mistakes in the past. Instead of using this history as a warning, we ignore all the parallels. This idea is continued with the mention of Rome burning. We've tried to learn from past mistakes, but it's happening again anyway, because we're too ignorant to look at what happened in the past and relate it to what's happening now.

I think the down on our knees part is about nationalism. How people can bow to a flag whose government propagates hate throughout the world. How in the end bowing to this hatred will be our demise.

In the broader scope, I think this song is about the futility of man to survive itself and the foolishness of not speaking out against a world power which is ethically in the wrong for many recent activities. Finally, it's mentioned that this time when society falls everyone is going to be wiped out the world over and our history will be forgotten forever.
