it sounds to me like he's describing a world that has been ripped apart by war and massive climate change, and now the ice age is beginning. he's from Florida, and so it's not hard to imagine maybe his children or grandchildren standing on some bridge that was built between the surviving bits of land, their old home now under the sea. the ice age is coming, the world is turning into a frozen hell, and so they leave the city to go wandering and maybe try to survive, or maybe just to go die. leaving the city to die seems to be a recurring theme on this album. the ending to me seems to further suggest this. they don't want to die knowing what happened, so they tell themselves it was just a dream, not really happening. it's a beautiful song no matter how you interpret the lyrics, but that's the story the tell to me.
