Yes, the "change" is a loaded term in this song. But I always thought this was a song about a guy waiting for his waitress to give him some change so he could leave a tip and leave the restaurant! At least when I scream (in my thoughts only) "GIVE ME SOME FUCKING CHANGE!", it is usually because the waitress took my money and is taking forever to give it back. Which is why, nowadays, I both rarely eat out and just take my credit card to the host station so I don't have to deal with this awkward aspect of eating out :-P
