I think it's about a break up where the guy doesn't want it to be over and isn't sure what the future is going to be like with the girl ("We don't know where we're going", "time of confusion"). He says that it could have been him, but it wasn't; meaning that there were some issues throughout the relationship, but she was worth it to him. Amazing bass throughout the song too. Gives the confused and unsure feeling.
