I think George Michael being gay or straight is irrelevant for the meaning of this song, as it speaks for both kinds of relationships.
I don't think it's about pedophilia. I think it means the singer loves a person (an adult) who has "daddy issues" and is looking for a father figure, so he tells that person he's willing to be that father figure for him/her (because he loves him/her that much, and probably because he also needs to have a "baby" as well).
The "sometimes love can be mistaken for a crime" doesn't mean that he's commiting a crime in the legal sense of the word (a.k.a. pedophilia), but that it's not quite right (in the eyes of society, at least) to have a sexual/romantic relationship in those terms, but as long as they're happy, it doesn't matter to him.
The song is somewhat disturbing, but romantic at the same time.
