This song is obviously an expression of today's society in which people don't help each other out.
The Line
"Who doesn't turn a blind eye to a crime"
Its asking who the hell does'nt help some one when they are in trouble. "But the light of Reason gone." and then "Scapegoat to rock the boat, yeah, we need someone expendable" We use other problems in the world as our excuse to not help a individual in need even if its help changing a flat in the highway, or savings someone's life. IT calls for people to just go help others than just helping them selves constantly.
"Someone who holds out a hand and turns back time" Turning back time is as impossible as changing the world. To not even a perfect world but just a better world.
"Is there a hero somewhere, someone who appears and saves the day" is asking is there people that still perform selfless acts with no regards to the relationship of the person we're trying to help.
"And in the emptiness, there's a solution,
just look within yourself for absolution" Even in the face of a seemingly impossible task such as changing the world, theres a solution. You have to look into yourself and know thats the only way things change by helping. Even attempting to change the world is profoundly better than complaining why it doesn't change for you. That gives a person a sense of self worth, a sense of absolution.
^agreed. Be the change you wish to see in the world..and others will follow :)

"The question's burning on, where is it coming from?"
Been wondering the same thing...why have people lost empathy with each other? Why separate "us and them"? Why make someone else the scapegoat? No-one seems responsible but once we look within ourselves, we will see what really is going on...
