This song was released on the original soundtrack to the 1996 film "The Long Kiss Goodnight" and also as a B-side on the "Crazy Times" single. The movie was about a suburban mother who had no recollection of her former life as an assassin working for the CIA. I'm not sure whether the lyrics intentionally make reference to the plot of the film, or whether the song was chosen for the soundtrack after being written for some other purpose.
I love this song. I've always felt this song was about a woman who was trying maintain a positive attitude after becoming confined to a wheelchair - "her chair a prison door left open". She always knew what to say to respond to other people's reaction to her situation, she'd dream of dancing, she'd call out "hi-ho Silver", I imagine as a joke to help break the ice or to help make someone she just met less uncomfortable with her being in a wheelchair.
