i have 2 say that to me this song is about a girl on drugs who spent her life living by the rules, conforming to society and carrying out moral values in society that are not nesicarily justified by anything: "where you think its written down, this way that we should go". I think the fact it is a "blind winter" refers to the surreal world she is in, created by the drugs. How she "stumbled on every step closer to the ground" is a applicable both in litteral and metaphorical sense.
People are terrified of her as they see her lying on the street, on drugs (as she lay there the people starrid feeling terrified...) and to most people seeing a person like that is intimidating. No one would help. She gave up on life and was judged this made her angry and to rebel as represented by the repetition of the last chorus.
