I think it describes the use of Amphetamin. A safer haven is a near place where nobody is in reach and he can get a line. The urge he now is feeling, are the effects of amphetamin, that let him feel much energy.

this line reminds me of the modern LSD pioneer "Timothy Leary" because he popularized the catch phrase "Turn on, tune in, drop out."
