I think this song id like every man has felt... Its like a guy is trying to get this girl.. takes her out, movies, dinners, clubs etc., and after a while he realizes that is not going to work out... so give my money and time back.....!
I guess I feel that this song is about Dylan's feelings toward a woman that he felt for who at some point and in some way rejected him.

The "blood in my eyes" is really his way of saying my vision's cloudy toward you or I don't even want to see you or want to look at you. In the first verse he's feeling terrible so he just randomly asks some girl to make love to him - meaningless and to make him...

the third verse to me seems like the girl that broke his heart maybe gave him the line "maybe sometime we can work but just not now... can't you wait a little while?" and he's saying to her no I can't wait... i dont even care what in the world you do...(4th verse) distancing himself from her...
"you've got my money now you're trying to break this date" - he feels used by her and just wants to try and make her feel guilty by saying that to her
and to me the final verse just kind of is his ending to it all his basically pushing her away saying... "you know what? you don't want me? fine give me my stuff back and i'll leave you alone... and he reiterates it one more time - i don't care what in the world you do.
