It's kind of cool actually, but the meaning of it in the song is how Little kids scream crazily at the smallest thing. Something you said is all it takes to freak them out. Fear might be in the water, so its not near you, its under the surface, but its still able to get you, because it is all the things the singer says. And it scares the little ones, so they scream.
