As for the song, it seems to be about a guy who's not sure whether or not he and the girl are together ("damn these strained relations"). He wants to be together ("you and me forever...") and he's going insane with boredom waiting for her to call ("staring at the ceiling, bouncing off the wall"), but he figures that, since she hasn't called, she's made her mind up.
It's sort of like a pessimistic version of "Build Me Up Buttercup".
