Here's what I think: The whole song is written from a point of view of an oppressing institution, could be government.
They're talking about the common people, saying that they fear the government therefore they (the governemnt) can do whatever's on their mind because the people are too blind to see or too deaf to hear those wrongs anyways. And this system is passed on for generations; people are born with "silverware clenched in their teeth" meaning with this mindset of "okay, the government is right they're here to protect me, nothing's wrong".. They're saying that they're going to plan out the lives of the people and they're going to obey because they have no choice, perhaps because they don't know any better. Though they have potential and they could rise if they wanted to, they never will because they're just too blind to do that. And yuh basically that's it. it makes a lot of sense to me lol but it's just my opinion. Also, I look more into this song as religion being the oppressing force and not government but I don't want to really write about that because I know many ABR fans are Christians, so I don't want to offend anyone.. so yuh.
