Like many of the songs on this album ("Snow" in particular) I think "Fisherman's Woman" is a song dealing with the death of Emiliana's lover. I think she is saying that is much easier to imagine him away at sea, rather than gone forever. Ultimately, however, this is tragic, because she will always be waiting.
