I don't think Strung Out was meant as a positive term, even back then. and I think Jason has alot of regret on his own drug use? it really seems that way to me.
Also its kind of a common thing in punk rock (where they started) to name your band something strikingly negative.
(ie. Circle Jerks, Dead Kennedys, Choking Victim, JFA (Jodie Fosters Army, personally one of my favorite namings.. its about assassinating a president) et al)
