This song is rather straightforward about it's meaning. It's an expression of the darker side of LA (or all large cities, really), to match all of the praises in various other songs. The singer seems to be leaving the city and reminiscing as he rides on the plane and looks down at the winter-shrouded streets.

I disagree. I might be looking for it but I see a resonance with the pleading nature of a heroin habit and the sort of atmosphere it takes to create one. I would never expect someone who hasn't had a heroin habit to understand the lingo he uses an feelings he describes to understand it though.

Example: boys nerves all yelling "arm" into the blood brain barrier ganging up on now inside the big bone holding up my face...
