I take on board your thoughts about this song being about a come down, and it does seem to fit quite well, however, my thoughts, personnally are slightly different.
I think this song is about Self Harm and Depression, and the feelings of guilt after you have done it.
It talks about not wanting to face the world, feeling so alone, and "time for the filth."
The line "I tell myself I won't do it again, but I know I will be lying in my bed my thoughts racing..." are a big hint.
If you read down the whole lyric, you can relate most of the lines to selfharm/anxiety/depression/paranoia.
