I can't believe no-one's commented on this song....it's so gorgeous...I can't work out what its about entirely but IMO the narrator is observing people in tragic situations or generally depressed, and he can sympathise. It's like lots of different scenarios, each verse deals with one person's tragedy. Like a window into the lives of a collection of people.
