I think this song is about a new relationship and getting to the point where you open up to the other person ("slowly they open, like arms that were folded").
Although they are perfect for each other ("like love on a letter"), the girl leaves for Santa Fe for reasons unknown. I see the "unfinished art" meaning the loose ends of the relationship.
