honestly i think this song has nothing to do with politics.
he may not have had "relations" in a sexual way with any woman or man, but he sure did have relationships, as in friends, and family.
from what i have learned about nick drake; his shyness, him being withdrawn from society (which is why this couldn't be about politics- because he wasnt apart of any of it) i think this is kind of a plea to those of which he was close to.
im sure he was aware of his problem with withdrawing from people, im sure that was part of his depression. like i said, i think this is a plea to someone, anyone- a sort of "don't let me go, im still here, flawed and all". but also... sadly he thinks he has no second chance. he dosnt think he could do it anyhow.
i think alot of his songs are like that, optimistic, but also with an inkling of despair helplessness.
