I kinda listened to the song like a boyfriend in a relationship who is in a downward spiral (drugs, alcohol, self-abuse due to problems or whatever) and it is being reflected in the relationship as it is suffering because of it. The girlfriend is trying being positive and advising him to fight through it all with her help, but if he doesn't put in the effort, she won't be able to do anything and their relationship could surely crumble. But, the criticizing the current U.S. administration also sounds plausible to me, too.
