I'm not sure exactly what the term "Shevanel Cut a Flip" means but Tommy mentions Shevanel and Plip in the song Mordecai (also an amazing song). On the website Tommy explains that Shevanel and Plip were a homeless person and his pet that he had met in some city that looked like the saddest, poorest beings on the planet but actually were some of the happiest beings that he had ever met.
