To me it seems to be about temptation and desire. The person has given in to temptation (another woman?), and is stuck in following this temptation, all the while promising his significant other that he will come back. There seems to be more than one person's point of view in the song judging by what is said in the different verses, because in one verse the significant other seems to be acknowledging the fact that the person has chosen to stay pursuing his temptations (the ocean floor) instead of her. Maybe not as coherent as I wanted it to be, but that's my interpretation of the song.
