Lucie is short for Lucifer. I think the phrase "bring on the Lucie" means that things are so bad that it seems as if the apocalypse (and the Devil) have arrived. The song is about critcizing society, mostly governments, for their evil ways. If this isn't going to stop, we might as well bring on the Lucie.
