My take on the song is it's about a rock star ("...he's gonna rock their asses down to the floor"), possibly Scott himself, and the feeling of accomplishment and happiness he has at making it ("...this is only gonna get better ...Victory never tasted so sweet"). He's so amazed that he can't even believe it's him.
