This is a beautiful song. I believe the meaning is that he truly does love someone but continues to hurt them, not intentionally. There is a sense that he is trying to rectify his mistakes but he says 'who am i to tell you i will never let you down' acknowledging the fact that he will hurt this person. Although it does feel as if the singer has feelings for who he is singing to you can tell that he is not strong enough to give and commit fully not enabling the relationship to flourish.
