I think he is lost and confused at this particular point in his life thus being the 'boy in the ocean'. Ocean representing swimming[in emotions/thoughts] even drowning in them.
Perhaps the hate eyes are somebody who is too hard on him or expects to much, or even just someone who does not see his pain and is not reaching out to help him ["open closed eyes"]
