What's described in the song is devastation on a massive scale and it's the result of this rabidly violent moron who thinks he's hot shit and a force for good when in reality he's just doing irreparable harm. It could very easily be referring to the U.S. or militarism in general, and that would be consistent with the anti-war views expressed in another of the band's songs, "Stars and Stripes."
