He tries to communicate and she is simply not replying (which brings him down) and when she tries to see exactly what she means to him she understands (and that brings him up). The 'only a matter of time' is interesting because it is basically promising something unpromisable. He doesn't know if it's only a matter of time, (he's probably secretly stressed about this fact) but he says it, hoping that will make it true. Rain falling tends to symbolize forgivness and grace (the part where perhaps she would forgive him for whatever exactly it is he's done?), and the lightning striking her heart seems to be a wish that the events will take a shocking turn, suggesting that he wishes there would be a 'force' that governs her life without her control. (Sudden love for him perhaps?) And he continues to wait (knowing things will happen at their own pace, but still ready for action, quivering with anticipation) and he searches on (which tells us that he's still looking for an answer to the problem). However, he clearly tells us at the end that he will find his love (taking their relationship to a whole new level), bad grammar for I'll take you there...technically, it should be I'll bring you there, and he assures us (and himself) that he will be fine.
