It seems to me like it's about a leader is making people do something that they don't want to, so they did it and now they can't take it back - "We've no way to stop this pain" and now they're gonna get him for it..."You're to blame, You will not survive". This could fit to Bush and the Iraq war but I don't think it is about that...It probably has some deeper meaning but I don't know what.
