What I get out of this is that the woman is waiting on some kind of commitment, perhaps marriage and has been completely closed off to the man and he's obviously not ready and is convinced she'd be better off without him.
Then on the other hand it looks as though she's finally fessed up to perhaps cheating on him, and is waiting for him to make a decision as to what happens in the relationship and he refuses to decide, so he says she just has to leave.
