The "chant" of the title (not written here) appears to be "Love war, feel hate" repeated by Levene or Wobble throughout, although for the chorus, Lydon repeats the word... "Chant, chant, chant, chant...." Also, the "voice moaning" isn't a lyric, it's a song description (which should be in parantheses [or brackets]). Anyway...
I think it's about the inherent mob mentality in much human behaviour, how we can be influenced to say or do things because "everyone else does", comparing it to the team chanting at a sporting event. It's also, I think, about the right-wing politicians of the time who'd use such a mentality (see "Go Back").
